Achievements and Impact

Across nearly four decades, I’ve worn many hats — legal advocate, public guardian, tribunal president, mediator, and reformer. What unites it all is a commitment to access, fairness, and helping people navigate systems that often feel overwhelming.
Here’s a snapshot of the work I’ve done and the change I’ve helped drive:
  • Led the Guardianship Board of South Australia as President from 2008 to 2015, overseeing more than 3,000 matters annually involving adults with impaired decision-making capacity.
  • Introduced major systemic reforms that reduced delays, eliminated a decade-long backlog of reviews, and dramatically improved accessibility for regional and remote clients.
  • Pioneered the integration of mediation into guardianship hearings — achieving resolution rates above 95% without requiring formal hearings.
  • Chaired some of the first tribunal hearings held in Aboriginal communities on the APY Lands, ensuring culturally respectful processes in highly sensitive cases.
  • Consulted with Aboriginal Elders and community leaders to reshape how state legal systems engage with First Nations people in the context of guardianship, disability, and elder law.
  • Served as Senior Legal Officer for the Office of the Public Advocate, representing clients in complex mental health and guardianship matters before courts and tribunals.
  • Represented the interests of people with cognitive impairment, mental illness, or disability in contested legal proceedings involving care decisions, estate planning, and human rights.
  • Provided expert legal advice and training to tribunal members, government departments, NGOs, and community organisations on guardianship law, mental capacity, and elder justice.
  • Appointed as a Senior Member of the Veterans’ Review Board, where I heard and resolved hundreds of matters affecting veterans, including complex PTSD-related claims.
  • Acted in numerous Supreme Court and District Court matters, with a special focus on advocating for clients with complex needs and in vulnerable situations.
  • Played a key role in the development of South Australia’s Elder Abuse Prevention and Response Framework, which has since shaped national approaches to elder protection.
  • Regularly invited to speak at conferences, professional trainings, and legal forums on guardianship, mediation, mental capacity, and culturally sensitive practice.
